Heat Pump Program

Idaho Falls Power offers a zero interest loan or rebate to qualifying customers who install energy efficient heat pumps in new or existing buildings.

MEASURES

We can install either Air-to-air or ground source (geothermal) heat pumps.

REQUIREMENTS

• Must be installed to the latest version of the BPA/PTCS Air Source or Ground Source Installation Standards.*
• PTCS Commissioned Heat Pump Certification is required.
• PTCS Duct System certification is required if 50% or more of the ductwork is located outside the conditioned space.
• Minimum insulation standards must be installed to qualify for loan or rebate. (R-38 ceiling, R-11 wall, R-19 floor).
• Minimum equipment performance standard is HSPF 9.0/SEER 14.

FUNDING LEVEL

The program will loan up to 100% of the actual cost of installing heat pumps for qualifying customers not to exceed $7,500.00 (some restrictions apply).   OR  

REBATES

LOAN QUALIFICATION

Only available to customers with a good payment history with City Utilities (i.e. no outstanding current balance, no disconnects for nonpayment, no delinquencies). Must have minimum of one year payment history with utility. Must have building owner's signed permission to participate.

LOAN TERMS

No interest; up to 60 months to repay; $25.00 administration charge; $500.00 minimum loan amount; $7,500.00 maximum loan amount. If applicant moves, ownership changes, or nonpayment occurs for three months any remaining balance will be immediately due and payable with interest to accrue on such defaulted unpaid principal balance at the rate of 12% per annum. Should the account become delinquent, it will be subject to disconnection of electric service.

PROCEDURES

• Contractor must submit a bid for equipment and installation to the Energy Services Department BEFORE installation.
• The Energy Services Department will review bids, determine customer eligibility and the final loan amount for financing.
• Customer signs necessary forms and agreement.
• A Notice to Proceed will then be issued by Energy Services Department to Contractor.
• The Contractor shall notify the Energy Services Department when work is completed and submit an invoice. A post-installation verification inspection will be conducted by a IFP inspector. 
• After the installation passes inspection, payment will made to the Contractor for the allowable amount. It is the customer's responsibility to pay Contractor costs in excess of the program loan amount.
• The amount paid to the contractor by the City will then be added to the customer's utility bill and will be payable in equal monthly installments in addition to regular utility charges. The monthly charge will appear as a separate line item on the utility bill and payment can be submitted with the regular utility payment.

REQUIREMENTS

• Customers must receive their electricity service from Idaho Falls Power.
• The Residence must have electric baseboard, ceiling cable or wall units as the primary heating source.

PROGRAM MEASURES

Inverter driven, min-split (ductless) heat pumps.

FUNDING LEVEL

The program will loan up to 100% of the actual cost of installing heat pumps for qualifying customers not to exceed $5,000.00 (some restrictions apply);   OR   customers participating in the program will receive a $1,350 rebate toward the cost of the system.

LOAN TERMS

No interest; up to 60 months to repay; $25.00 administration charge; $500.00 minimum loan amount; $5,000.00 maximum loan amount. If applicant moves, ownership changes, or nonpayment occurs for three months any remaining balance will be immediately due and payable with interest to accrue on such defaulted unpaid principal balance at the rate of 12% per annum. Should the account become delinquent, it will be subject to disconnection of electric service.

PROCEDURES

• Call Participation Contractor (see below) to obtain a bid for installation.
• Contractor submits required forms to the Regional Program Administrator (address provided on form) for review and approval.
• Contractor installs system.
• Program contractor notifies IFP for verification inspection and rebate or loan approval.
• IFP issues rebate or makes payment to contractor for loan option.
• Regional Program Administrator may perform an on-site inspection up to one year from installation date.

Simple steps, smart savings

IFP participates with other utilities in the region to “buy-down” the cost of CFL bulbs from the manufacturer, so the customer realizes lower costs in the retail stores.  The bulbs are available at most regional chain stores, and may be promoted by individual stores under branding such as “Savings With A Twist” or “Change-A-Light, Change the World.”
