INVITATION FOR BIDS

for

Capital Avenue Water Line Replacement and Overlay

 Project No.  2-37-24-4-WTR-2010-15

 

            Sealed unit price proposals for the construction of the above named project, addressed to the Mayor and City Council of the City of Idaho Falls, 308 Constitution Way, P.O. Box 50220, Idaho Falls, Idaho 83405, will be received at the office of the City Clerk in the City Hall, Idaho Falls, Idaho until 2:30 P.M., MDT, Tuesday, March 30, 2010, and then publicly opened and read aloud. 

 

            This project shall consist of the Contractor furnishing all tools, labor, equipment and materials (except water line materials), necessary to install approximately 2,900 L.F. of various sizes of water line, 1,500 L.F. of curb & gutter, 900 S.Y. of flatwork, 55 L.F. of bore casing under Eastern Idaho Railroad, and 8 traffic loops. Also, it includes an asphalt overlay on South Capital from Pancheri Dr. to W. Broadway, including, but not limited to, cold milling (edge and end treatment), tack coat, overlay with two and one-half (2-½) inches of large stone asphalt plantmix pavement, fog seal and any additional items specifically defined in the Bid Proposal. The total surface areas to be overlaid will be approximately 20,500 S.Y.

 

            All work shall be performed in accordance with the Contract Documents, the Plans, the City of Idaho Falls Engineering Standard Specifications and Drawings, and as directed by the City Engineer.

 

            Plans and Specifications may be obtained from the office of the Public Works Division, 380 Constitution Way, Idaho Falls, Idaho upon a non-refundable  purchase price of  $25.00 per individual set. 

 

            Pre‑bid Tour of the proposed project will be conducted at 2:30 P.M., MDT, Monday, March 22, 2010, by DOUG MOSER (208‑612-8265) at the office of the City Engineer, 380 Constitution Way, Idaho Falls, Idaho.

 

            This Public Works project IS NOT financed in whole or in part by federal funds.  Bid proposals will be accepted only from those contractors (prime contractors, subcontractors, and/or specialty contractors) who prior to bid opening, hold current licenses as public works contractors in the State of Idaho.  The Contractor will be required to pay not less than the minimum wage established by the Idaho Legislature or by the Department of Labor, State of Idaho, and in effect at the time the contract is awarded.

 

            The City of Idaho Falls, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, religion, color, sex, national origin, age or disability in consideration for award.

 

            The Contractor shall give preference to employment to bona fide Idaho residents in the performance of the work done under the contract for this project.  If the Contractor employs more than fifty (50) persons on this project, at least ninety‑five percent (95%) of those persons shall be bona fide Idaho residents.   If the contractor employs fifty (50) or fewer persons on this project, then at least ninety percent (90%) of those persons shall be bona fide Idaho residents.

 

            Each proposal must be submitted on the prescribed form and be accompanied by a Certified Check or Cashier's Check drawn on a bank in good standing or a Bid Bond issued by a Surety authorized to issue such bonds in the State of Idaho in an amount not less than five percent (5%) of the total amount bid.   Government Obligations, as defined under Idaho Code Section 54‑1901(h), are NOT considered acceptable bid security.

 

            The City of Idaho Falls reserves the right to reject any and all proposals, to waive any informalities and irregularities in said proposal and to accept that proposal which serves the best interest of the City of Idaho Falls, Idaho.  The City will determine whether to award the Contract within a period not to exceed thirty (30) days from the Bid Opening Date and will notify the bidders of that determination.

 

            Successful bidder or bidders will be required to furnish security for faithful performance of the Contract in the amount of eighty-five percent (85%) of the Contract amount and to furnish security for the protection of persons supplying labor or materials for the Contract in the amount of eighty-five percent (85%) of the Contract amount. The successful bidder will also be required to execute a Certificate of Eligibility, as a condition for the  award of the Contract.
