Bring payment to the City Treasurers office at 308 Constitution Way (City Hall Building) .  You can also make payment on-line through the City of Idaho Falls website, or drop your payment off 24x7 at the drop box located in the parking lot between the City Hall Building and the City Annex Building off of Constitution Way.
