Question: Are Online Payments Secure?
Answer:

Since the launch of our online payment system, we have used Verisign (now Paypal) to handle all credit card transactions.  When you are viewing the Credit Card Information page, you are actually no longer on the City's website, but on Paypal's.  You don't notice this because the page is loaded within an iFrame which allows for easier navigation and integration to our own website.

With our old website we had set up a secure page around the iFrame.  Unfortunately our current setup does not allow for this.

However, we are working on providing an easier and more comforting experience for our citizens and hope to get it available as soon as possible.

Additionally, if you are using Internet Explorer, you can right-click on the Credit Card Information page, and click Properties.  This will show you that you are on Paypal's Payflowlink page and that the transaction content is encrypted with 128-bit AES and then transferred using 1024-bit RSA.

Finally, credit card numbers are not stored by us.  The transaction occurs by Paypal on Paypal's website.  The money is transferred from them to us and marks the amount paid to your account.
