House Joint Resolution 7 (HJR7)

    In the 2010 Legislative session, the Idaho Legislature passed a joint resolution placing on the November general election ballot a proposed amendment to Article VIII, Section 3 of the Idaho Constitution.  The Resolution is known as House Joint Resolution 7 (HJR7).   The purpose of the constitutional amendment is to clarify the authority of Idaho cities to enter into long term contracts to purchase electrical energy on behalf of their citizens.  HJR7 will also allow municipal electric utilities to issue voter-approved revenue bonds to finance electric generating, transmission and distribution facilities.  The revenue bonds must be payable solely from the revenues derived from the electric system and cannot be secured by the taxing power of the city or state. HJR7 is a very important issue that fundamentally affects the ability of the City to purchase and provide electrical energy for its citizens.  We urge all voters to become informed about this very significant ballot issue.
