Idaho Falls Police Chief announces four promotions to leadership, including IFPD’s first female Sergeant

Idaho Falls, ID – Idaho Falls Police Chief Bryce Johnson announced the promotions of one Lieutenant and three Sergeants.

• Sergeant Scott Killian will be promoted to Lieutenant and will be transferred from detectives to patrol.
• Detective Jessica Marley will be promoted to Sergeant and will be transferred from detectives to patrol.
• Officer Jed Lewis will be promoted to Sergeant and will remain in patrol.
• Detective Tim Downs will be promoted to Sergeant and will be transferred from detectives to patrol.
  
  Lieutenant Scott Killian has served in law enforcement for over 23 years. He has served as a patrol officer, a Neighborhood Police Officer, a Detective Sergeant, a Field Training Officer and an Emergency Vehicle Operations instructor. His childhood dream was to be a police officer. “I delayed the dream while I chased other dreams until I was 30.” He chose a career in law enforcement because he hopes to make a difference. In his new role as a Lieutenant in patrol, Killian said, “I look forward to assisting in the growth of young officers to develop themselves to be the best they can be and to provide the citizens of Idaho Falls the best service that we can provide.”
  
  Sergeant Jessica Marley has worked with the Idaho Falls Police for 16 years. She began working in patrol, served as a neighborhood policing officer, was a member of the SWAT team for 9 years, worked in warrants and then as a detective. Marley has also trained 14 new officers for the IFPD. She holds a Bachelor of Arts degree in Social Work from Idaho State University and a Master of Social Work degree from Northwest Nazarene University. Prior to joining the IFPD, Marley worked for five years for the Dept. of Health & Welfare as a child abuse investigator. “I chose to move from social work to policing because I saw it as a better way for me to truly help the victims,” she said. Marley is also the first female to be promoted to the rank of Sergeant in the history of the Idaho Falls Police Department.
  
  
  Sergeant Jed Lewis has worked in law enforcement for 19 years, 7 of which have been with the IFPD. He has worked primarily in patrol and currently serves as a K9 officer. Lewis served over 15 years in the military and was deployed in Iraq. He served as a Sergeant in both the United States Marine Corps and the Army National Guard. He is an instructor for the IFPD and for police academies throughout the state. “I’m humbled by this promotion and eager to get in and establish some strong bonds with the team,” he said. Sergeant Lewis also looks forward to further developing the department’s training programs.
  
  Sergeant Tim Downs has worked for the IFPD for 23 years. He has served as a patrol officer, warrants team member, a Police Training Officer, a member of the SWAT team, a School Resource Officer, and most recently as a Detective in the Investigations Bureau. Downs is a Veteran of the United States Air Force and was activated by the USAF in 2001 in support of Operation Iraqi Freedom.  He retired in 2009 after 21 years as a non-commissioned officer. Downs holds a M.S. in Management and Leadership from Western Governors University, a B.S. in Human Resources Training and Development from Idaho State University, and an A.A.S. in Security Administration from the Community College of the Air Force. He holds an Idaho Peace Officer Master’s Certificate and is an Idaho Peace Officer Certified Firearms and High Liability Training Instructor.  He said, “This is very exciting for me and is something I have worked long and hard to achieve. I am honored to have been selected to help mentor tomorrow’s leaders.”
